Scott has served as the IWRA webinar officer for several years. During this time, he has helped expand the audience size and diversity as well as shifting to include webinars for World Water Day and World Toilet Day among others.

Scott is based in the long-time home of the IWRA, Montpellier France an area with a vibrant community of water researchers and scholars. He speaks English and French.

Scott has a juris doctorate degree from the University of Iowa and is a PhD candidate at the University of British Columbia focusing on how citizens in underserved areas use the justice system to affect water governance in their communities.
