GL7. LAW AS LEADER IN COMMUNITY ATTITUDES AND SUSTAINABILITY

An emerging body of evidence suggests that environmental and water law may indeed precede social practice and thereby act as a proactive catalyst for progressive community attitudes. This approach tends to run counter to the accepted notion that law is reactive. The session will review examples of law as a leader in diverse areas such as water conservation, environmental flows, and adaptive approaches to climate change and variability.
