The human right to water for basic human needs, and beyond, has emerged forcefully in the contemporary legal agenda, with a dual connotation and profile, at international law and at domestic law. The procedural and substantive normative content of the human right to water under both profiles will be explored and debated, alongside the issue of enforceability and others still.
