GL5. THE HUMAN RIGHT TO WATER: GOVERNANCE DIMENSIONS

Water as a basic human right has been cast in opposition to water as an economic or private good. This session invites case studies and broader conceptual papers that address governance and decision-making aspects of the human right to water. What constitutes the basic right? What is merely consumption in excess of basic needs? How are counter claims resolved if they indeed arise? The session will provide a structured format to consider multiple issues centered on the governance of the basic human right to water.
