THE REVERSE SIDE ON THE RIVER MANAGEMENT IN THESE 60 YEARS IN JAPAN ~AS THE EXAMPLES OF THE CONFLICT BETWEEN THE UPPER AND DOWNSTREAM PEOPLE ~

Abstract During the over half Century after the Second World War, Japan has

experienced drastic transition on the river management with the surprising economical growth and the severe

urbanization. Under these condition , the conflict of people between upstream and downstream regions has been

arisen in several river basins where dam projects have planned. Over forty years, the
Circumstances of the

conflict from the upstream people’s side. Based on our research, results on the conflict, we introduce three different

examples as follows;
First case is Kaneyama Town on the Tadami River Basin located in Tohoku District

(Northern Japan). The town has a serious history since 1960’s, hydro-electric dam boom on the Tadami River,

flood damage caused probably by dam-reservoir operation, removal of the part of hydro-electriceqipment, the

environmental destruction with the lapse of the changeable socio-economical condition with the population

decrease.
Second case is Horai Town on the Toyo River Basin located in the Central Japan near Nagoya. As

the town has suffered from the continuous dama projects nearly the half Century, the people were always worrying

about their life establishment.
Third case is Kitagawa Town on the Gokase River Basin located in Kyushu

(Southern Japan). The town has been suffered from inundation throughout the history. It is very difficult to establish

the flood control project in the flood-prone district.
The population of above-mentioned towns are decreasing

and always sacrificing against the neighboring towns.

Three cases are the reverse side story with the

economical growth in the urban regions in Japan.
